Billy serves as the International Director of the Association of
Related Churches (ARC) and Mission Training Indigenous Pastors
(TIPS). ARC and TIPS hold training seminars, plant cell churches,
and provide oversight for these churches in the U.S. and around the
world. He also is the Senior Associate Pastor of Seacoast
Christian Community Church in Mt. Pleasant, South Carolina.
Prior to his current work, he served as the pastor of two
churches and as a missionary in Germany. He was on staff of
Bethany World Prayer Center in Baker, Louisiana, where he was the
director of the cell church network. He networked with more than
400 churches in the U.S. and around the world. Bethany grew from
54 cells to 600 celss in six years.
